This one adjusts the fans from 0-12 volts, plus it can turn them completely off so you can use it to control a cathode also. I haven't seen any fan controllers that actually show the voltage being used, sorry. I don't believe any exist, for now.

hi thanks for the prompt reply do you know of any controllers that can indicate what voltage they set at and can be adjusted between 0-12 volts

No software comes with it nor is any needed. It also doesn't indicate the voltage when adjusted, but you can clearly see and hear a diference in any fans attached to it.

on the controls does it indicate at what voltage it is set at also does it have any software with it

I received an email from someone who didn't bother to leave their name but they pointed something out and i don't think they clearly understood part of the review. This rheobus you can turn each channel off. The voltage is adjustable from 0 volts all the way up to 12v's. You can clearly run a cold cathode tube off of this bus for the fact that you can turn it OFF! When the CC is on however you will want to run it at the full 12v's or you will be looking at premature failure on the CC with any other voltage below 12v's.
