You need to get the flushot every year because of the mutations, and it does help when you do so. Especially people at risk should get one each year.

1. You can use the thermalpad that comes on many HSFs. Thermal pads/paste are there to increase the heattransfer between CPU and HSF, running without it will only increase the CPU temps. I guess you could eventually run without it but your CPU temps would be rather high and with newer P4s you might ...

I don't have a PSU from that company and I probably won't get one until I read some reviews or forum threads about it that are quite positive. Your current system wouldn't even stress a (quality) 300W PSU so no wonder the 500W can handle it. Even your future system won't really push it with one 6800...
