Kinda worthless to have a chip card that still has the magnetic strip. It really doesnt solve any issues until the magnetic strip is removed. Install this tool and it removes the Win10 upgrade offer service and keeps it from being re-installed. I have it installed on all my PCs. My wife has a 2004 4Runner with 140K miles and that car is rock solid. The only repair we've done was a CV Joint. We keep up with the scheduled services on it.
