computer setting to Channel 3 for TV viewing

Does anyone know what I need to do to set my computer so that I can view TV through my digital box? It needs to be set to channel 3. I understand it can be done but I cannot figure it out :bum p :bum p :bum p :bum p

You need to have a TV tuner installed (either an internal card or a USB one).
Something like this:

It comes with a TV Monitor app. You connect your cable box to the tuner, fire up the TV Monitor app and set it to channel 3, and you have TV in a window.
