Anyone not seeing post topic icons when they compose a message?

There is a menu at the top of the post composition section, that lets you assign a "topic icon" smiley to the post (for instance, I selected the clapping hands for this post). That icon appears next to the subject.
Losbot says he doesn't see that menu, and I was wondering if anyone else has that problem?
You can see that menu in the screen shot below above the subject line:

I don't have that either; haven't had it for the longest time.

Hmm. If I can find someone else who DOES have it, maybe I can find a correlation and fix it.
Maybe it's only admins or moderators that can use them after we migrated? I'm a member of both.
I'll play around with a test account later.

Okay, I think it's working now. Had to set permissions for the Registered Users group in each sub-forum to allow Topic Icons.
My test user account can now see the topic icons and post them, so all of you should be able to. I guess it was restricted to admins & moderators before.

THAT IS SOOO NOT TRUE!! They can be static images. Don't have to be animated. LMAO
