Yeah, but it's not any kind of feature or setting that I can tell.

FIXED IT!!!!!
I'll document this here so I can refer to it if it ever happens again:
I decided to try installing Adv BBCode Box to see if maybe that would bypass the problem (it didn't). It's an extension that gives you more control over BBCodes and I installed it when it was mentioned by the host's tech support as a possible problem because he thought I had it installed.
But in the process of installing it and testing it, I wound up reading a post on their support forum where someone mentioned an issue somewhat similar to ours, and that led me to the solution.
For some reason, even though all previous settings transferred over from the old BBS, one setting was reset, and that was the culprit.
It's in the General > Post Settings section of the phpBB ACP. There's a setting there called "Allowed schemes in links".
This was set to blank, but by default it should be set to "http,https" (without quotes). This allows only http & https to be used in URLs in links.
I'll document this here so I can refer to it if it ever happens again:

Well the default is not blank, just somehow it got cleared when we did the upgrade.
The actual default is supposed to be http,https,ftp
but I didn't see any reason to allow FTP links.

Interesting. I'm noticing that images that I have linked to, on my server are not loading on the board but when I try to access them (even from outside machines) directly, they work just fine.

I see the image. Sometimes I don't see an image I'm hosting on my own server right away that I post here.
Curiously, I have seen something funny today that was similar. I doubt it's related, but...
I was updating my personal website (different host), and I was seeing strange caching issues. I'd upload an updated HTML file and some photos, and they wouldn't show up when I browsed the page (same old page). Downloaded the file via FTP and confirmed the file on the server WAS the new one. Refreshed repeatedly and after a while the page showed up but with placeholder icons for the photos, but I could view the photos by directly browsing their URL.
Flushed the cache, tried other browsers, and the same. Waited a bit more, and the photos started working. Made another change to the page and uploaded it, and it took another few minutes to become visible.
It's not a browser issue (used multiple browsers and flushed the cache). It MIGHT be the host, possibly doing some caching of the outgoing files? It's never happened before. Usually changes propagate immediately, but then again I haven't done anything to my web site for a while.
I'm also wondering if it's Comcast doing some kind of caching?

Yeah, it's weird though because I can see them directly but not through the site and it's both old pics and new ones that I'm trying. VERY weird.
I'll mess with the browser though to see if that's the case.

Odd. Loaded with another browser. Even flushed all the cache and complete history and still nothing. How odd.
