Wow Police officers work like charm
Man i called police officers cause i couldnt take it anymore with neighbors downstairs playing loud music. I called them and of course the police came half and hour later and soon as they drove in the driveway of the apartment complex the neighbors must been like holy crap they turned it down. The officer walked in and gave them small lecture and talked to me about the incident and told me to call if they play there music loud again. A Victory for me.

The ONLY thing to consider by doing that is revenge as there are many who would be inclined to get even with you just for calling the police.
Now, surely no one should infringe on anothers right to silence but one does have to be carefull in dealing with others, like it might be better to knock at their door or use the phone and ask nicely.
Years ago when we owned a duplex, we had some people over (just a few) and the tenant upstairs called the police on us, saying that the music was too loud and it wasn't. The 2 policemen told me that they couldn't hear anything outside as we were trying to keep quiet but they had to inform me of the complaint by law. Needless to say, her rent did go up accordingly.
One's usually better off trying to deal with close neighbors on their own terms instead. Many years ago (over 20) when we were renting the 2nd floor of a 3 family duplex some teens moved into one of the 1rst floor units and decided to have an LSD party one night. They were being VERY loud and keeping us up so after I hear "I'm F'ing trippin' man" shouted out at some ungodly hour, I went down to the fusebox panel in the basement and shut their electricity off. That shut them up as it took them along time to figure it out and they seemed to get the hint.

I've had to deal with people like this... Had this asshole neighbor couple houses down that would come home with his stereo just cranked the bass would rattle the pictures on our walls. At 3am when he was coming home from work. The cops busted him twice but it didn't stop him. I was up one night heard him coming. Threw on my shoes went outside and walked down the street, he had just pulled in the driveway. Said hey thats a nice stereo you got there he said oh yeah costs me 1500 bucks for it all wanna see... He handed me the face of his Alpine Deck i dropped it and stomped the shit out of it He about started crying cause it was a 700 dollar deck. Told him if he came home at 3am blaring that shit agian i was gonna kick his ass... Never heard his stereo after that i think the stupid ass figured out the neighborhood was tired of his shit... I did however offer to pay for half of it. He just had to get the face replaced and it was only 200 bucks... They need to make a law that states the cops can confinscate that shit after a certain amount of offenses. I mean the damn tickets are 125 a pop 3rd one is 250 and they double from then on out... I know i got 2 of them. I listened to my music loud but when it was night and i knew people were sleeping i turned it down cause i knew how much it pissed me off when other pulled that shit.

Some states will confiscate your stuff after so many offenses. I know where I live in GA has a law, if it is heard 100ft away it is too loud. Haven't gotten any yet but I have a crappy system. Always be considerate to neighbors. Like right now, it is 1:11AM and i'm listenin to loud music, but via headphones due to the sub for my comp speaker set and the direct contact it has w/ floor and the people below us in the apartment complex.

Inconsiderate arsholes is perhaps my biggest gripe. 
Why is it many could care less about others or if what they do bother anyone else, it is very annoying to listen to others noise. I've had my share of apartment living and I don't think any were peaceful. There was always loud music with that familar wall thumping thanks to the bass, loud arguing, door slamming, parking too close to your car, parking in your asigned space, etc..
I've learned it does zero good to try and talk to them. They might be quiet for a while but eventually start the crap back up again. I've tried talking to them, to the apt. managers (usually a joke) and as a last resort calling the cops. But dammit it should never go that far to begin with. Most people only care about their own damn self and could care less if anything they do bothers others.
Too bad apartment makers can't come up with a good working soundproofing. We do have a right to crank up our music and movies but we also need to be considerate of others when living in a close environment like apartments because others have a right to peace. You live in an apartment you must think of others.
