What are some of the more reliable web hosts? I dont need anything fancy, I just need something thats reliable and cheap. All I will have on it would be pictures and a cheesy website.

Reliable and cheap rarely go hand in hand.
Case in point I've been using XO Communications for 15 years for my primary domain and email. They've been solid as a rock with practically zero down time, but they're $15.95 a month.
I have clients using Hostica.com and they've been pretty reliable and affordable over the years.

i have been using http://e-rice.net/ for about 6-7 yrs, and where i have my little website hosted { http://www.loreville.com }. { domain name purchased elsewhere }.
it is a small business; only support is in form of placing a "ticket" { fast response, tho }, and it has been reliable as far as i am concerned, and good enough for what i use it for { ftp-ing files / photos / music }. i pay $24.99/yr for an option that is no longer available to new customers, but u can see the current packages available @ the link above,,

I've been using them for my private site for a very long time. They're actually pretty cheap, $27 every 6 months or something like that. My only complaint is that they don't send a bill until after it's due lol But as for reliability, I don't remember it ever having gone down.. Sounds like you want more than something to just host pictures so this may not be much help but I've been happy with http://imgur.com/ for pictures these days.
