my knowledge of water systems tell me this is a bS report . rusty water yes and unseen pollution maybe but not black sludge coming up like that in a water fountain . even if they still had old steel pipes it be a deep red sludge . it be out of the drain pipe due to a clog in the drain system to bring up black sewage sludge.
