Belgian Air Force F-16 destroyed by fire during maintenance – Collateral damage on second F-16

How the hell do you accidentally fire a cannon on an F-16 while performing maintenance? In the US Air Force, at least, those things are supposed to be mechanically disabled until the pilot does his walk around prior to takeoff and they pull all the safety interlocks.
