Is this something the area is prone to? I would not want to live there.

It's like when I lived in New Orleans, back in the mid-90s. When I spoke to a realtor, I asked about flooding. I moved to an area that was higher in elevation. Coincidentally, months later in May of 95 they had a record flood. Where I lived, there was 1" of standing water and my place sat on a 5" slab. No problem. Just got your shoes wet if you went outside.
Other parts had a lot more. I couldn't go to work because the office had 3 feet of water. Smartly, the whole building sat on a 4 or 5 foot slab. Crazy when I first saw it but realized later how smart that was.

Imagine this place surrounded by essentially a 3ft moat. LOL
