Assuming it isn't fake (can't find anything on a Google search about this) that looks like it's liquid propane. Notice the strait pipe connected to the car. That makes sense. At first I thought it was an electric car. That doesn't look like a regular gas pump and a gasoline explosion would have involved fire.
It doesn't look like the tank ignited - more likely it was over pressurized and ruptured. They're lucky the gas didn't ignite.
As for the poor guy who opened the trunk, I can't imagine he survived. Shrapnel from the tank (in propane cars the tank is almost always in the trunk) would have shredded him.
Not sure if I entirely blame the guy in the other car for getting out of dodge while he could.

agree there not a normal gasoline pump like were use to in the north america . in Europe they do have auto propane filling stations .along with gasoline filling stations ~
if you look there what looks like a lever on the top of the handle.

You see this happen every so often because they dont maintain the tanks well, or overpressure them. There's quite a few of those on liveleak with people driving along and having a ailure, or while filling.
