For some reason the fan on my shuttle which runs on an athlon 64 3400 stopped working, i've tried changing the fan settings in the bios and ive also switched fan connectors on the mobo but it still does not work. any suggestions on a solution to my problem would be greatly appreciated

Ditto. I always replace chipset HSFs with Zalman long finned heatsinks.
Those fans never last long.
Be aware that the Zalman that SMB linked to above requires that your present HSF uses 2 mounting holes on the mobo. Most chipset HSFs are this design.
A rare few are glued onto the chip with no mounting hardware attaching it to the mobo. If that's what you have then you'll need one of these:
