I have had this Hansol 19" since around '98 and have always had it at 85 refresh rate and it has always done very well.
Few months ago the screen seemed to show more digitalization when watching DVD's and then started shrinking in on the sides. Tried adjusting the controls and that did nothing. Then thought about the refresh rate and lowered it to 75. Bam, screen was normal again.
Then maybe as few weeks later the screen started shrinking in again so I went down to 60 refresh rate and the screen is back to normal size.
So I assume that me monitor is dying. But it has at least lasted for close to 7 years.

I hate it when....
....good monitors go bad. We had a 19" KDC monitor get funky a couple of months ago - it would look washed out, like the brightness or contrast was at half their normal levels. Anyway, your problem is obviously serious, and you can probably forget about getting it fixed.
Go get something decent as a replacement. My favorite has been the Sony G520 CRT; a high quality graphics monitor that normally sold for $800. I've bought three of them refurburished for $250 each at a local computer show. They are hard to find, and sell right away.
Or, as wvjohn suggests, go for the big flat panel. I love my two 19" Samsung 912's. Beautiful LCDs.
