Android 9 (Pie) natively supports DNS-over-TLS, which accomplishes the same thing:

I had to get rid of cloudflare on my phone. I kept having issues where nothing would resolve unless I restarted my phone. Eventually I tracked it down to cloudflare dns. As soon as I disabled it my issues went away.

FYI Even though both of these secure DNS methods use Cloudflare by default, you can change to a different one like Quad Nine or Google.
