What is WHQL and are they official Nvidia drivers?

WHQL are Microsoft certified, and since 6.50 are the latest official drivers, no they're not official. They might be due to be released soon and maybe Stomped got a sneak peak.
All Official NVidia drivers are WHQL. That's why overclocking is disabled on their drivers by default - access to overclock controls will deny you WHQL certifaction.
