Steam does this really well (you just re-install the game to the same folder it's already installed in, and Steam automatically detects it and does a verify instead of a complete install,.
Epic can do this as well, but you have to trick it into doing it.
I just installed the Epic launcher on the new gaming PC and didn't want to have to re-download all the game files if I didn't have to (the games are all in a folder on a different drive than the boot drive).
