24H2 makes it a bit harder to bypass the Microsoft account setup and use a local account. This is what worked for me just now on a laptop I setup for a friend (this procedure is for a PC with Wifi. If you don't have Wifi, then just leave the network plug disconnected and skip to console command to disable the Wifi network adapter:
1) Run Windows Setup up to the point where you are asked to choose a country.
2) Press SHIFT + F10 to open a command prompt.
3) Run the command "OOBE\BYPASSNRO".
4) The system will reboot.
5) After the reboot, proceed to the point where you are asked to choose a country.
6) Once again, open a command prompt by pressing SHIFT + F10, but this time run the command:
netsh interface set interface "Wi-Fi" disable
NOTE: This disables the Wifi network interface. It will need to be enabled once Windows is loaded.
7) Close the command prompt.
8) Continue through setup the same as usual, you should get a "Let's connect you to a network" screen. Click "I don't have internet".
NOTE: Remember to enable Wifi Network device

On a fresh install, I just use Rufus for the installation, where I can specify a local account.
