So will this help improve 1080P60 playback on youtube? My computer can do 720P60 fine but on 1080 is chugs out.

I suspect that's not browser related in and of itself.
Although YouTube is switching to HTML5 a LOT of YouTube vids still run in Flash. Flash is notorious for issues with GPU acceleration. I turn it off on all my PCs and my client's PCs.
DO THIS IN EACH BROWSER YOU USE: Run a flash video, right click on the video and select "Settings". Uncheck "Enable Hardware Acceleration". Click "Close".

It might be totally subjective, but FireFox does seem to be snappier with this version (running 64bit version).
