I installed the first standalone update listed in link, but cannot find the 2nd (KB4490628) ,,?

If you have Windows Update enabled you should be fine.

I have my preference set to notify but not to auto install.
That update doesn't appear in my bottom notification icon, either.

Assuming you have a the 64bit OS then you want the 2nd one on the list for "Windows7 x64"
