I get asked about this a lot. A lot of people don't think there's a Safe Mode in WIn10 anymore, but it IS still there. It's just not as easily accessible as it used to be due to the way UEFI BIOS works nowadays.

If the system is not bootable at all, you can usually still force it into Safe Mode. Worst case you can use a Windows 10 Recovery drive or a Win10 installer disc or flash drive to launch it. I always carry a Win10 installer on a Flash Drive in my kit just for this reason.
