does the celeron come with hs/f to get it to 850? also, does it come with a slocket?

I can include the fan that I used to run it at 850. It was a Taisol, nothing special really. I ran it for months at this setting with no problems. Unfortunately when I reconfigured the system into a bookpc my new motherboard didn't allow for the voltage increase needed for overclocking.

But I don't have a slocket for it.
