Anyone else download it. It came up when I did a OS update, so I figured what the hell. I still can't find any release notes though!

Got it earlier when I did a windows update. Can't tell any difference, but then I really haven't done anything to test it.

I don't have it on this rig yet.
I just upgraded the family box and when I went to install the latest catalyst driver for an 8500, it woudn't let me load them unless I installed dx9 ! weird. So I stuck it on there.
Very early in the setup tho for that box so I can't tell ya if it's problematic with anything.

Only major change is a security fix. Believe it or not all prior versions of DX had an exploit that would allow someone to load malicious code via a MIDI file (of all things) using a buffer overflow.
Man, if you can exploit a buffer overflow by loading a f@cking MIDI file, someone at MS is writing some crappy code...

Probably not. My general rule has always been not to bother installing a new DirectX unless a game you install requires it (and in that case the game will install it automatically).
We're way beyond the point where a DX upgrade noticeably improves performance.
On the other hand, DX9 is totally stable so feel free to install it if you like.

You can apply a patch to fix the security issue without upgrading.
