I was hoping the tires would catch fire and burn his truck up.
As it is I'm sure hot molten globs or rubber are splattered all over his nice paint job which I hope he enjoys cleaning off.

This video is older than the entire intrawebs.
The road is fine, though obviously marked up.
There may be grooves where the tires were spinning when the truck was standing still, but nothing worse than an accident where some part of the car would dig into the ground, such as a control arm or rim. Really, nothing to worry about in terms of usability. Concrete is also quite durable.
Actually it's fairly harmless. Because he has to step on the brakes a bit to hold the truck, the rear brakes end up wearing out faster than normal, since they're being applied but the tires are still spinning. Obviously the tires get worn real quick. Engine wear is nothing, all it's doing is revving high under some load. The transmission is under load, but not much more than WOT acceleration would load it.
