Is Half Life: Blue Shift the only thing i need to buy to play counterstrike? Does it come with its own legit cd-key? The box seemed to say so, but i dont want to waste 20 bucks...

Blue Shift is only an add-on - you still require the original game.
I would suggest you buy Half-Life (you should find it for cheap) and then just download the latest HL update patch and then download CS for free from here: http://www.counter-strike.net/
You could also buy Half-Life Counterstrike retail which will involve less of a download to update to the latest version.
