You said BIOS sees it as a 31 Gig? Windows will never see the drive any larger than BIOS sees it.
BIOS must recognize the whole drive for Windows to use the whole drive.
You sure it's a 40?
Are you using the AUTO setting in BIOS to detect the drive? You should - don't try to set it manually on a modern computer.
Are you sure the jumpers are set properly on the drive? Some drives have an alternate geometry setting for older computers.
As I mentioned above, you'll NEVER see the whole 40Gb - part of the drive is used by the OS to index the sectors (the catalog or FAT) and for the VTOC (volume table of contents). My 60Gb formats to 56 for instance.
However 31 from 40 is way too big a difference.
